Isabel Torres de Noronha is an expert on ocean governance delivering ocean and environmental policy and technical advice to multilateral, governmental and non-governmental organisations. Noronha holds a PhD in Marine Policy, focused on ocean governance, comparative public policy analysis, sustainable development and integrated ocean policies. While producing policy analyses and advice, she uses her knowledge of policy, law, economics and natural sciences. Her background includes a five year Licenciatura degree in Marine Biology and Fisheries and a professional degree in Environmental Impact Assessment and evaluation, with a decade of senior experience on the prediction of cumulative impacts on water quality and marine aquaculture.
